Something That Has Been Overlooked In The Libyan Debate

Congress wasn't consulted enough before the no-fly zone over Libya was implemented?

On March 1, the entire U.S. Senate agreed to a resolution calling for a no-fly zone over Libya, and the Obama administration carried out numerous behind-the-scenes consults with high-ranking members of the House of Representatives. Was that enough? Whatever it was, it can't be considered nothing.
