Obama Backs Rewarding Districts That Police Failing Schools

While I remain amazed that President Obama isn't supporting the D.C. voucher program, which has shown early signs of sucess, his announcement yesterday was definitely a step in the right direction -- a step in the direction of the Bush administration:

In an upcoming column, I'll explain more about why I am encouraged by what President Obama proposed and said. One hint: In my wife's Freedom Readers program with the Conway Housing Authority, they are working with a third-grader who can't read 'was.' A third grader, here in Horry County Schools. My five-year-old daughter, in kindergarten, is well beyond that point. And if my eight-year-old second grade son couldn't read `was' ... I can't even imagine.
