The downside of a popular, successful government-run program

``Cash for clunkers'' has done what it was designed to do -- get buyers back into showrooms and help create jobs. Given that GM has announced it is increasing production of new cars (as well as Ford) and re-hiring 1,300 workers, the program, designed to give a short-term boost to the economy, has worked. But, as always with the federal government, there are downsides and headaches that often get in the way of a good thing: Cash for Clunkers heading to junk yard
